Downtown Parking & Circulation Study

The City's adopted Parking and Traffic Management Plan for 2005 includes an action item to study the feasibility of utilizing a portion of the existing sewer lagoon system for the expansion of public parking to serve the downtown area.  At its April 12, 2005 work session, the City Council considered this issue and directed staff to engage a consulting firm to develop several scenarios to this end.  Additionally, the Council wished to include in the study design alternatives to enhance downtown pedestrian circulation.  Staff retained the services of the Portland-based consulting firm, Urbsworks, Inc.  As the next step in the process, the consultants presented conceptual design alternatives at an Open House on January 17th. The Open House was an opportunity for the public to provide comment on the design alternatives. Worksheets for the purpose of public evaluation of the alternatives presented at the Open House were accepted up to January 23rd.

The Council held a work session on February 14 to discuss feedback provided by the public at the Open House and provided direction on their desired refinement of the alternatives. 

On March 15th a second Open House was held where the consultants presented revised design alternatives based the direction provided by the Council at the work session.  To view the revised design alternatives, click on the link below. The Open House was an opportunity for the public to provide comment on the revised design alternatives.  Worksheets for the purpose of evaluating the revised alternatives presented at the Open House were accepted up to March 20th.

At its May 2nd work session, the Council provided direction to the consultants on the development of a "preferred alternative."  The preferred alternative will be presented to the Council at its June 27th work session. 

A public comment period on the preferred alternative will be held August 15, 2006 at the Surfsand Ballroom. Read the Downtown Parking and Circulation Study, completed June 2006.
