WATER, WASTEWATER, AND STORM DRAIN RATE STUDY

The City of Cannon Beach is requesting proposals from qualified consultants to conduct a comprehensive water, wastewater, and storm drain rate study.  The goal of the study is to independently assess and evaluate the City’s existing water delivery and wastewater service cost structure and provide a new 10-year plan with rates and guidelines.  The broad objective of the study is to adequately fund water, wastewater, and storm drain utility operations and infrastructure costs and promote conservation, while minimizing rates to the greatest degree possible.  The study will include evaluating the current water, wastewater, and storm drain rate structure and comparing it to benchmarks in the industry as well as neighboring communities.

The study will be based on a comprehensive review of the City of Cannon Beach’s water, wastewater, and storm drain funds and budgets, customer rates, current usage data, future planned growth of the City pursuant to the Comprehensive Plan, Water, wastewater, and storm drain Master Plans, and any other information deemed necessary.

Proposals must be received by 2:00PM Pacific time November 28, 2022, by Laurie Sawrey at sawrey [at] ci.cannon-beach.or.us or at Cannon Beach City Hall, 163 East Gower Street, PO Box 368, Cannon Beach, OR 97110.  Proposals may be submitted electronically or by mailed or delivered paper copy.  Facsimile proposals will not be accepted.  Proposals received after the designated time and date may not be accepted.

The City may reject any proposal not in compliance with all prescribed solicitation procedures and requirements and other applicable law and may reject any or all proposals in whole or in part when the cancellation or rejection is in the best interest of the City.
